The Oregon Legislature is holding Legislative Committee Days this week. Interim Legislative Committee Days allow an opportunity for interim committees to meet and hold hearings on topics of interest to the Legislature as a preview for the 2017 Legislative session, hold informational hearings on topics of interest and vet concepts and ideas for legislation.

There are several hearings that will be of interest to advocates for senior and disability services. They include:
Senate Human Services: The Department of Human Services will be reporting on recent changes within the Department. There will also be a report by the Oregon Department of Veterans Affairs on aging veterans services. You can read information on this hearing HERE.
Emergency Board Human Services Subcommittee: The Department of Human Services - Aging and People with Disabilities Division will report on their efforts around the budget note for budget sustainability within the APD and DD (Developmental Disability) program areas. House Revenue: This committee will have a presentation from Legislative Revenue Office on IP 28, the ballot measure being proposed to raise additional revenue through a gross receipts tax. You can read about this hearing HERE.
House Health Care: This committee will hear a variety of reports on Oregon's health system transformation, current plans for renewal of the waivers that support the transformation and status of CCOs (Coordinated Care Organizations). There will also be a report on mental health investments. You can read about this hearing HERE.
House Human Services and Housing: This committee will have a report from DHS on their current status and will also be discussing the Oregon Housing and Community Services Department and recent investments in affordable housing. You can read about this meeting HERE.

DHS Stakeholder Meetings
The Department of Human Services has held two different stakeholder meetings. The first was hosted by DHS Director Clyde Saiki. Director Saiki has made a commitment to sharing information with stakeholders on the current status of the Department, changes, challenges and upcoming budget status. O4AD would like to thank the Director for his commitment to openness, transparency and communication with stakeholders.
APD (Aging and People with Disabilities Division) has also held stakeholder meetings on the budget note work that began after the 2016 session on sustainability of the APD and DD budget. Led by APD Director Ashley Carson Cottingham, the Department has been directed by the Legislature to look at a number of areas that could potentially meet the Legislative goal of capping budget growth within Medicaid for the APD and DD divisions. The Department has been very clear that their goal is to minimize impacts on consumers. They have embarked on a stakeholder process to gain input and feedback on areas where they are required to look at change. You can read materials from these meetings HERE.
