September Legislative Committee Days
As is the new format with annual sessions, the Legislative body is concluding three days of interim committee meetings on Wednesday. These interim Committee Days are designed to allow Committees to meet, to discuss issues being worked on for the 2016 session and delve deeper into topics of interest. A few highlights from these past three days:
Ways & Means Subcommittee on Human Services ~ This interim committee met on Monday and the Department of Human Services shared presentations on two specific topics of interest - Caseload Trends and the recent Department of Labor ruling.
- Caseload Trends - At the end of the 2015 session, DHS reported a significant increase in caseloads for Aging and People wit Disabilities. This forecasted upswing was of great concern for budget writers as they look ahead to a precarious 2017-19 session. The Department was tasked with a number of items to work on in the interim around caseload and trends and what this will mean for the future. - Department of Labor ruling - There has been an ongoing case with the Department of Labor to determine how Fair Labor Standards apply to Home Care Workers and Personal Support Workers. This ruling has been through a fairly strenuous legal process with the overturning the original Federal Court ruling that the standards in question did not apply to these individuals. Oregon is preparing for implementation of these standards which make significant changes to the in-home care programs and will have budget implications in the future. The Department is working to mitigate impacts to budgets and services yet find solutions that will best meet the needs of consumers in these programs.
